(2) This fund shall be in the name of the Chief Minister of Gujarat.

(2) This fund shall be under the control and administration of a committee consisting of the following members.





The Chief Minister will be the chairman of this committee. In any meeting of the Committee, in the absence of the Chief Minister, the Revenue Minister will act as the Chairman of the Committee and in the absence of both the Chief Minister and the Revenue Minister, the Chief Secretary will act as the Chairman. The Deputy Secretary of the Revenue Department appointed by the Department shall be the Secretary of the Committee for the normal functioning of the Fund.

(2) The Chairperson of the Committee may, as he deems necessary and convenient in the sense of work, convene the meetings of the Committee on the spot.

But with the consent of the Chairman, the Committee may, through the Secretary of the Fund, decide on any issue by circulating its members by note. However, if the decision of the committee needs to be taken very urgently and for that (decision) it is decided to circulate the issue in the committee, it will suffice to get the consent of the members present in Gandhinagar and inform the other members of the committee to return to Gandhinagar immediately.

(3) Individuals or organizations or institutions to which the above grants are given from this fund will be paid directly or through government agencies.

(2) Will be accepted in the form of donations, cash or items and if the donor wishes to waive any condition regarding the donation, whether to accept such donation or not, the matter will depend on the discretion of the Chief Minister of Gujarat, and if necessary Together they will be able to consider the discussion.

(2) The Collector, District Development Officer, Mamlatdar / Mahalkaris, Taluka Development Officer and the officers who have been given authority for this from time to time (list is included) will also be considered authorized to receive donations. And for that will give fixed access with their signature and coin. The officer who has been given the power to accept and deliver donations cannot delegate this power to anyone under his control and if any irregularities are found in this matter, the officer will be personally responsible and action will be taken against him accordingly.

(2-a) In case of misappropriation or embezzlement of funds of any government employee fund in any way, action has to be taken against the concerned employee as per the instructions contained in Gujarat Financial Rules, 121.

(10) Upon receipt of such donation, the officer authorized to accept the donation shall give to the donor a printed receipt from his coinage access book provided by the Secretary of the Committee. Cash donations and check / (demand) drafts etc. to be sent to the Secretary of the Fund immediately within one week of receipt. Accounts of donations and remittances of the Fund, along with accounts of expenses incurred from the Fund for the purpose of relief, shall be sent to the Secretary of the Fund in the first (January) month of each respective year.



(11) Donations received in the form of a thing must also be approached in the same way as above. Such donations shall be collected at the place determined by the Secretary of the Fund and shall be utilized at the discretion of the Committee in the affected areas unless detailed conditions are attached to the donation received in the item and the terms are accepted by the Committee. Such donations received in kind will not be sent to Gandhinagar. But it will be kept in safe condition at the district or taluka headquarters till the orders of the committee for its disposal are received.

(12) Withdrawal of funds from this fund shall be with the approval of the Committee or as per the instructions of the Chief Minister. The report of the periodic balance of the fund should be well submitted to the committee.

(13) The Secretary of the Committee shall, in the case of payments made in the form of cash or items from the Fund, obtain or arrange for the receipt of utilization certificates and vouchers in the prescribed form.

(13) A consolidated account of the cash or in-kind assets of this fund shall be prepared at the end of each year. At the end of each English year, the secretary of the committee will prepare a detailed account of all the money received from the fund, spent from the fund or capital invested along with the balance sheet of the year. The accounts and balance sheets of each year shall be presented to the Committee in the first week of the following English year or in the meeting to be held on the date stated by the Chairman.

(12) The committee shall decide how to invest the amount received in the fund for the benefit of the fund.

(12) (a) Secretary of the Committee, Rs. 20 / - can be kept on hand. For this fund, Rs. They will be empowered to incur such contingency expenditure up to Rs. 50 / -.

(B) The Secretary of the Committee shall also have the power to approve the amount as per Government's regular schemes and Government Resolutions for the relief works in respect of utilization of the funds of this Fund to the Collector / District Panchayat and other departments and institutions of the Government.

(C) Members of the committee who have been specially authorized by the committee for the purpose stated under Rule-3, in individual cases, awaiting the approval of the committee, Rs. Can approve amount up to 500 / -.

(12) The accounts of this Fund shall be audited by a Chartered Accountant appointed by the Executive Committee of the Fund and the audit report of that Chartered Accountant shall be submitted to the Executive Committee of the Fund for approval.
