ભારત સરકાર દ્વારા અનુસૂચિત જાતિ ( S C. ) અને અનુસૂચિત જન જાતિ ( ST ) વર્ગના વિદ્યાર્થી - વિદ્યાર્થીનીઓ માટે ભારત સરકાર પોસ્ટ મેટ્રીક સ્કોલરશીપ યોજના અમલમાં મુકવામાં આવેલી છે. જેમાં વિદ્યાર્થીઓ ફ્રી શીપ કાર્ડ નો ઉપયોગ કરી ને કોઈ પણ પ્રાઇવેટ કોલેજ માં મફત માં શિક્ષણ મેળવી શકે છે.

આ યોજના અંતર્ગત જે વિદ્યાર્થીઓ સેલ્ફ ફાઇનાન્સ સંસ્થાઓમાં ( પ્રાઇવેટ કોલેજ કે યુનિવર્સિટીમાં ) પ્રવેશ મેળવવામાંગતા હોય અને જેમને પ્રવેશ મેળવેલ છે તેવા અનુસૂચિત જાતિ અને અનુસૂચિત જન જાતિના વિદ્યાર્થીઓ “ફ્રી શીપ કાર્ડ” દ્વારા જે તે સેલ્ફ ફાઇનાન્સ સંસ્થાઓમાં ફી ભર્યા વગર એડમિશન મેળવી શકે છે . આમ તેમા વિદ્યાર્થીઓએ પોતાના જિલ્લાના સમાજ કલ્યાણ ખાતામાં જઈ ને  ફ્રી શીપ કાર્ડ માટે અરજી કરવાની રહેશે . ત્યારબાદ તે ફ્રી શીપ કાર્ડ મેળવી જે તે પ્રાઇવેટ કોલેજ કે યુનિવર્સિટીમાં એડમીશન મેળવી શકે છે . આમ તે વિદ્યાર્થીઓ ફ્રી શીપ કાર્ડ (Freeship Card) રજૂ કરી પોતાની જેટલી ફી ભરવાની હોઈ તે માફ કરાવી શકે છે.

પ્રાઇવેટ કોલેજો માં ફી વધારે હોવાથી આર્થિક રીતે ગરીબ વર્ગ ના વિદ્યાર્થીઓ એડમિશન મેળવી શકતા નથી. કારણકે આર્થિક પરિસ્થિથી એટલી સારી હોતી નથી કે તે સેલ્ફ ફાઇનાન્સ કોલેજો માં એટલી વધારે ફી ભરી અભ્યાસ કરાવી શકે નહિ. પણ હવે તે સરકાર દ્વારા શક્ય બનાવામાં આવ્યું છે પોસ્ટ મેટ્રિક સ્કોલરશીપ યોજના " અંતર્ગત " Freeship card ” ની યોજના અમલમાં મુકવામાં આવી છે. તેમાં સેલ્ફ ફાઇનાન્સ કોલેજો માં ભણવા માટે અનુસૂચિત જતી અને જનજાતિ ના બાળકો આસાની થી ફી ભર્યા વગર જ ફ્રી શિપ કાર્ડ યોજના નો લાભ લઇ ને એડમિશન મેળવી શકે છે અને સારી રીતે અભ્યાસ કરી શકે છે. ભારત સરકાર ની પોસ્ટ મેટ્રિક સ્કોલરશીપ યોજના મુજબ ના પાત્રતા ધરાવતા વિદ્યાર્થીઓ ફ્રી શીપ કાર્ડ નો લાભ લઇ શકે છે.ફ્રી શીપ કાર્ડ મેળવવા માટે વિદ્યાર્થીના પરીવારની વાર્ષિક આવક મર્યાદા રૂ . ૨.૫૦ લાખ સુધીની હોવી જરૂરી છે .

ફ્રી શીપ કાર્ડ કઢાવવા માટેના જરૂરી દસ્તાવેજો :(Required Documents for Freeship Card)

( 1 ) રેશનકાર્ડ / ચુંટણી કાર્ડ / આધાર કાર્ડ ની પ્રમાણિત નકલ 

( 2 ) બેંક ખાતાનંબર માટે પાસબુકના પ્રથમ પાનાની પ્રમાણિત નકલ 

( ૩ ) સ્કુલ લિવિંગ સર્ટીફિકેટની પ્રમાણિત નકલ } 

( 4 ) જાતિના પ્રમાણપત્રની પ્રમાણિત નકલ 

( 5 ) એસ.એસ.સી. પાસ થયાની તથા પછીના શૈક્ષણિક વર્ષની માર્કશીટની પ્રપાણિત નકલ 

( 6 ) ગતવર્ષની વાર્ષિક આવકનો સક્ષમ અધિકારીશ્રીના પ્રમાણપત્રની પ્રમાણિત નકલ 

( 7 ) વિદ્યાર્થીના માતા પિતા નોકરી કરતાં હોય તો કચેરી / સંસ્થાનો ગત વર્ષના વાર્ષિક આવકના પ્રમાણપત્રની પ્રમાણિત નકલ 

( 8 ) SSC અને તે પછીના અભ્યાસક્રમોમાં તૂટ પડેલ હોય તો તે અંગેના કારણ અને શું પ્રવૃતિ કરેલી છે તે અંગેનો તથા તૂટનો સમય ૧ વર્ષ કરતાં વધુ હોય તો તે સમય દરમિયાન કોઇ પણ પ્રકારની અભ્યાસક્રમાં કરી શિષ્યવૃત્તિ મેળવેલ નથી તે કોઇપણ પ્રકારની નોકરી કરી નથી તે અંગેનું એકસર નામુ રજુ કરવાનું રહેશે . આમ સ્વનિર્ભર સંસ્થાઓમાં જેની ફી બહુ જ વધુ હોવાના કારણે SC - ST વર્ગના જે વિદ્યાર્થીઓ ફી ભરવા માટે સક્ષમ હોતા નથી અને એડમિશન મેળવી શકતા નથી પણ Freeship card રજુ કરી વિદ્યાર્થીઓ પોતાની ભરવા પાત્ર શિક્ષણ ફી માફ કરાવી એડમિશન મેળવી શકે છે.

Introduction: 

The Government of India has implemented a Post Matric Scholarship Scheme for Scheduled Caste Students with the letter No. (1) read above.  

In order to implement this scheme, the said office has submitted a proposal to the Department of Social Justice and Empowerment regarding giving instructions to the self-reliant institutions under the Department of Education as per the letter of the Director, Scheduled Caste No. (2) read above.  

On the file of the Department of Social Justice and Empowerment on the above number (2) read above regarding the instruction to give admission to the students belonging to the Scheduled Castes who have got admission in the independent institutions on the basis of the guarantee form given by the District Backward Classes Welfare Officer.  In view of the proposal, the proposal to give instructions to the self-reliant institutions involved in education was under consideration of the Government.  In view of the above circumstances and the proposal of the Government of India as well as the Department of Social Justice and Empowerment, the students belonging to the Scheduled Castes of the State who are eligible under the scheme on No. (1) read above by the Government of India.  Guarantee given by the District Backward Classes Welfare Officer to such students in the self-reliant institutions under the Education Department as the free ship card issued by the District Backward Classes Welfare Officer has been issued.  All self-governing bodies under the Department of Education are hereby informed of the following conditions for admission under the Free Ship Card.  

Conditions: 

1.  Under the Post Matric Scholarship Scheme sponsored by the Government of India for Scheduled Caste students, the District Backward Classes Welfare Officer will have to take adequate care of the students who are eligible for the Fee Ship Card and ensure that the eligible students are eligible for all the criteria as per the Government of India scheme.  . 

2. These instructions of the Department of Education will remain in force for as long as the scheme of the Government of India is in force.  It will then have to be considered an automatic cancellation.  .  

3.   After the commencement of the academic session in the self-reliant institutions affiliated to the Department of Education, the students of Scheduled Castes who will be eligible for Free Ship Card under the Post Matric Scholarship Scheme sponsored by the Government of India have been issued free Ship Cards.  The same amount will have to be returned to the student considering the guarantee.
