Resolution:
At the end of the adult deliberation, it is decided to give administrative sanction to spend Rs. 1500.00 lakhs (Rs. One thousand five hundred lakhs in the year 2021) as a new matter under the scheme of providing assistance on smartphones purchased by the farmers of the state.
(1) Regarding the assistance of the scheme: Under the scheme of providing assistance on the smartphone purchased by the farmer, the farmer will be eligible for assistance up to Rs. 15000 / - from the purchase of one smartphone.
In which the farmer will be entitled to 10% of the purchase price of the smartphone or Rs. 1500 / - whichever is less. E.g. A farmer earns Rs. If you buy a smartphone worth Rs. 500 / - or Rs. 1500 / - whichever is less i.e. Rs. 500 / - is eligible for assistance and if any farmer pays Rs. If he buys a smartphone worth Rs. 15000 / -, he will get Rs. 1500 / - or Rs. 1500 / - whichever is less i.e. Rs. 1500 / - is eligible for assistance.
This assistance will be for the purchase of smartphones only, other accessories for the smartphone such as battery back up device, ear phone, charger etc. may not be included.

(2) Eligibility of Beneficiary: The benefit of this scheme will be available to all farmers holding land in the state. Under this scheme, even if the account holder farmer has more than one account, the assistance will be available only once. In the case of a joint account, the farmers will be entitled to the benefit of only one of the account holders mentioned in 3-A of their land.
(2) Method of application by the beneficiary: Under this scheme farmers will have to apply online for assistance under smartphone purchase on i-khedut portal. The applicant farmer will then have to print out the application and keep it with him.
(2) Procedure for verification of applications and determination of eligibility: Application received from the applicant on i-khedut portal was regularly checked by the concerned Extension Officer (Agriculture) / Taluka Implementation Officer and the eligibility of the application was determined. Eligibility / disqualification status of applications under the scheme will have to be updated regularly from their login account in Khedut portal. In case of change in eligibility status, it can be done in 15 days with the approval of the District Agriculture Officer. The District Agriculture Officer will have to record the reasons for approving such changes.

(2) Procedure for approval of applications and payment of assistance:
(a) Applications under this scheme will have to be received on i-farmer portal as per the timetable fixed by the Director of Agriculture for the current year. After allotment of one lakh beneficiaries on district wise pro-rata basis by the Director of Agriculture as per the set target, the same number of applications as the target allotted to each district should be received on earlier basis and pre-approval work on regular basis as soon as possible within the target limit. Will be. If the total number of eligible applications received within the stipulated time limit is less than the target allotted in that district then the Director of Agriculture will have to take action to extend the term of i-farmer portal as required.
(B) The Taluka Implementing Officer will have to approve the eligible applications received within the target limit and issue a prior approval letter to the concerned applicant.
(C) -Opportunity of the approved application must be registered in the login account of the approving officer / employee in the Khedut portal and also to the applicant in respect of the approved application for the component under the scheme in writing / in addition to SMS / e-mail / other arrangement where possible. (D) The selected beneficiaries will have to purchase the smartphone within 15 days from the date of pre-approval order.
(F) After purchasing the smartphone within the stipulated time, the applicant farmer has to submit the following supporting evidence along with the printout of the signed application to the Gram Sevak / Extension Officer / Taluka Enforcement Officer.

(g) Required by the concerned office The status of the application has to be updated on the I-Khedut portal after verification, then the competent officer of the Agriculture Department has to prepare a payment proposal and send it to the concerned nodal agency for payment on the smartphone purchased by the applicant farmer.
(K) Nodal Agency G.R.B.Nigam on payment of claims from the concerned districts. The amount of assistance in the bank account of the beneficiary farmer under Gandhinagar claim has to be paid through ECS (Electronic Clearance Service) / RTGS (Real Time Gross Settlement) / AccountPay Check / NEFT.
General Terms and Dialects
(1). This scheme will be implemented in all the districts of the state.
(2) According to the number of one lakh beneficiaries, the Director of Agriculture will have to allocate targets on district wise pro-rate basis. The controlling officer of this scheme will be the Director of Agriculture.
(3) The District Agriculture Officer shall be the implementing officer for the component of this scheme.
(2) To avail the benefits of this scheme, one has to apply on i-farmer portal.
(3) The Taluka Implementing Officer shall maintain a register containing the name of the village wise component, name of the beneficiary, account number, price of the smartphone, amount of assistance, year of giving the benefit etc.
(3) The assistance amount of this scheme shall be credited directly to the account of the beneficiary. Also application form / certificate etc. for application, payment of aid and operation should be prescribed by the Director of Agriculture.
(2). In case of any issue regarding the implementation of this scheme, the Director of Agriculture should be contacted.
(2) The grant of this scheme shall be allotted by the Director of Agriculture to the concerned Nodal Agency - Gujarat State Seed Corporation, Gandhinagar.
(2) The nodal agency for payment of assistance will be Gujarat State Seed Corporation, Gandhinagar.

(10) The concerned Nodal Agency shall send the Certificate of Grant Utilization (UTC) in the prescribed form to the Director of Agriculture, Gandhinagar in time. As well as detailed accounts of expenses incurred including subsidy and audit related work will have to be done.
(11) As per the prescribed method of payment, the concerned nodal agency shall remit the amount of assistance from ECS (Electronic Clearance Service) / RTGS (Real Time Gross Settlement) to the account of the beneficiary.
(12) Changes or guidelines made as required from time to time shall also apply to the implementation of the component.
(12) In case of any question regarding the implementation of the scheme, the final decision regarding interpretation / technical matters may be made by the Director of Agriculture in consultation with the Secretary (Agriculture).
(12) For the implementation of this scheme, the application form and its related forms on i-farmer portal shall be prescribed by the Agriculture Regulator.
(14) Expenditure incurred under this sanction shall be subject to the budgetary provision of that year and within the limits of the grant allotted by the Finance Department from time to time.
(12) Subject to the existing rules for the present work, adequate budgetary provision shall be made in the current and next financial year.
(14) Expenditure in this regard shall be made in the prescribed manner in accordance with the provisions of the permanent / time applicable resolutions / circulars and rules of the State Government.
(13) The principles of financial fairness shall be enforced in respect of the costs incurred in making this approval.

(2) GST No. of the agency selling the smartphone for verification of the smartphone bill shown for the benefit of the scheme. Also the amount of GST paid should be shown.

(2) After the date of implementation of the scheme, the bill for purchase of smartphone will have to be submitted within the prescribed time limit.

(3) Pursuant to this approval, if any item is to be procured, it shall be in accordance with the prevailing norms and rules of the Government.
