Monitoring of Availability of Cash in ATMsAs you are aware, the Reserve Bank of India has a mandate to issue banknotes and the banks are fulfilling this mandate by dispensing banknotes to the public through their wide network of branches and ATMs. In this connection, a review of downtime of ATMs due to cash-outs was undertaken and it was observed that ATM operations affected by cash-outs lead to non-availability of cash and cause avoidable inconvenience to the members of the public.

2. It has, therefore, been decided that the banks/ White Label ATM Operators (WLAOs) shall strengthen their systems/ mechanisms to monitor availability of cash in ATMs and ensure timely replenishment to avoid cash-outs. Any non-compliance in this regard shall be viewed seriously and shall attract monetary penalty as stipulated in the “Scheme of Penalty for non-replenishment of ATMs” in the Annex. The Scheme shall be effective from October 01, 2021.

Scheme of Penalty for non-replenishment of ATMsObjective of the SchemeThe Scheme of Penalty for non-replenishment of ATMs has been formulated to ensure that sufficient cash is available to public through ATMs.
THE BANK IS FINED - IF CASH NOT IN ATMEffective DateThe Scheme shall be effective from October 01, 2021. Therefore, banks/ WLAOsshould put in place a robust system for monitoring the availability of cash in ATMs and ensure timely replenishment to avoid cash-outs. Condition for counting instances of cash-outs in an ATMWhen the customer is not able to withdraw cash due to non-availability of cash in a particular ATM.

ProcedureBanks shall submit system generated statement on downtime of ATMs due to non-replenishment of cash to the Issue Department of RBI under whose jurisdiction these ATMs are located. In case of WLAOs, the banks which are meeting their cash requirement shall furnish a separate statement on behalf of WLAOs on cash-out ofsuch ATMs due to non-replenishment of cash. Such statements shall be submitted for every month within five days of the following month i.e., first such statement for the month of October 2021 shall be submitted on or before November 05, 2021 to the Issue Department concerned.

Quantum of Penalty Cash-out at any ATM of more than ten hours in a month will attract a flat penalty of ₹ 10,000/- per ATM. In case of White Label ATMs (WLAs), the penalty would be charged to the bank which is meeting the cash requirement of that particular WLA. The bank, may, at its discretion, recover the penalty from the WLA operator.

Administration of the SchemeThe Scheme of Penalty will be administered by Issue Departments of the Regional Offices of the Bank. The Competent Authority to impose penalty will be the Officer-in-Charge of the Issue Department of the Regional Office under whose jurisdiction the ATMs are located. Appeal against the decision of the Competent Authority, if required, may be made by the banks/ WLAOs to the Regional Director/Officer-in-Charge of the Regional Office concerned, within one month from the date of imposition of penalty. As the intention of the Scheme is to ensure replenishment ofATMs in time, appeals would be considered only in cases of genuine reasonsbeyond the control of bank/ WLAOs such as, imposition of lockdown by the State/ Administrative authorities, strike, etc.

In the current extraordinary.circumstances of the prevailing epidemic of Novel Corona Virus (COVID.19), the new academic year has started with the instructions of Unlock-II issued by the Government of India and the resolution dated 05/06/2020 mentioned in the preamble of the Education Department of the Government of Gujarat :( 1) However, students registered during the HOME LEARNING period for49 school days from September 2020 and October 2020 (from 1/3/2020 to 9/10/2050 until the start of Diwali vacation) are not allowed to attend school.

During this period, it has been decided to provide food security allowance under the mid day meal scheme. Pursuant to the decision taken by the State Government to promote the system of cooking cost and distribution of foodgrains, as stated in the resolution of the Department of Education dated 14/12/2020 mentioned in the introduction (2), from 1/09/2020 to28/10/2020. For the period of 49 school days till the start of Diwali vacation, all the students registered in all the schools/institutions covered under the mid day meal scheme of the new academic year 2020-21, September 2020 will be given school food for 49 days.
The government has done. (A copy of which is included), as per the above resolution, every student of the state has to be given Food Security Allowance as under.

All the registered primary school students who are implementing the mid day meal scheme will have to send the daily details of the distrihution of foodgrains on a daily hasis and the amount of cooking cost in the prescribed form to the email here. As well as the number of foodgrains distributed daily and the amount deposited in the bank account of the student/guardian will have to be given in the prescribed specimen form shown here on Google Drive on the email address here.
Accounts at the school and taluka/district level shall be kept up to date for the purpose of audit
