Salient Features of scheme for Residential Rooftop Solar Projects – 2018 -19
Scheme will be under implementation up to 31 st March, 2019
Residential consumer of any DISCOM, who is having residential property in his name, is eligible to install solar PV system on his rooftop from any one supplier selected by him from the list of GEDA Empaneled Vendors. List of these vendors is available on GEDA web site www.geda.gujarat.gov.in
Beneficiary shall register their application through any of the GEDA registered approved empaneled vendor only.
Solar system should be minimum of 1 kW capacity.
Beneficiary should have 100 sq.ft. shadow free area per kilowatt capacity of solar system on their rooftop. Cost of the various capacity Solar Rooftop PV system discovered are as below;

The system cost mentioned in above table is inclusive of supply, installation, commissioning, comprehensive maintenance contract of 5 years of the complete solar system, bi-directional meter and its testing charges, SMC box for the meter and the connectivity charges to be paid to the DISCOM and standard structure required to install solar PV panel on the rooftop, with minimum surface clearance of 300 mm between the terrace surface and the bottommost edge of the panel. The cost of additional height of the structure required, if any, shall be borne by the beneficiary.
Any other charges to be paid to DISCOM , on account of requirement of change of phase if any from single to three phase, upgradation of the existing electricity distribution network , shall be borne additionally by the beneficiary, as it is not included in the discovered cost referred in the table above.
If the Applicant is a single phase consumer of the DISCOM and intends to install a solar roof top system having capacity which necessitates to change the phase of his existing service connection from single phase to three phase, in such case the requisite charges for enhancement of the phase from single to three phase shall be borne by the consumer being part of the system strengthening, and not included in the discovered cost per kW.
Beneficiary shall sign connectivity agreement with concerned DISCOM, as per the terms and conditions specified by the DISCOM.
Banking of Energy is for one billing cycle i.e. generation of the solar system is to be adjusted against the electricity drawn from the DISCOM in the electricity bill of the same month.
Central Government subsidy of 30 % of the cost of the solar system as per the cost given in table and Government of Gujarat subsidy of Rs.10,000 / kW subject to maximum of Rs.20,000 is given for residential solar system. Detail of the rooftop solar system is given in table below.

Beneficiary will be required to pay remaining / balance amount of the cost of the solar system to empaneled vendor after deducting the amount of eligible subsidy , as per the terms and conditions of payment decided / agreed between the beneficiary and empaneled vendor.
Beneficiary and Empaneled Vendor are required to enter in to agreement on Rs. 50/- stamp paper as per the format provided by GEDA for maintenance of solar system for five years. The cost of agreement is to be borne by beneficiary.
Subsidy shall be released by GEDA directly to the empaneled vendor upon submission of the following documents ; a. Certificate of the user that he has paid the subsidized cost of the solar system and authorized GEDA to release the subsidy to the empaneled vendor b. Solar system commissioning report jointly signed by empaneled vendor, beneficiary and DISCOM officer c. Joint installation report giving the detail of the system installed at site , signed by beneficiary and empaneled vendor d. Certificate for charging permission by CEI (for system of more than 10 kW) OR certificate of Electrical supervisor or contractor (for system less than 10 kW)
Any registered capacity of a solar roof top project shall not be eligible for installation of + or - 5 % of the registered capacity to cross the 6, 10 and 50 kW DC capacity.
The rate of subsidy shall be applicable for the installed DC capacity of the solar modules The amount of subsidy shall be payable on the installed kW DC capacity of the solar modules or capacity of the kW invertor capacity whichever is less.
GUJARAT SOLAR ROOFTOF YOJANA
At a time when solar rooftop has not really created the sort of impact many experts felt it could, comes news of success in Gujarat. The state, among the top 3 industrialised states in the country with conditions considered ideal for rooftop solar, has seen a strong response to its latest rooftop solar policy push.
Dakshin Gujarat Vij Company Limited, the discom tasked with the solar rooftop implementation in Gujarat, has received a very good response to the state’s rooftop solar scheme. Under the scheme, which was earlier administered through GEDA (Gujarat Energy Development Agency), residents and industries can get a subsidy of 40 percent for rooftop solar between 1KW to 3 KW, and 20 percent for sizes between 6 KW 10 KW.
That translates to an effective price of approx. Rs 28,000 for those going till 3 KW, and Rs 37,000 for those opting for higher capacity till 10KW. That’s a price that can deliver payback in 3-4 years for most households in the 1 to 3 KW range. Which would explain the high interest in the scheme this time.
In fact, reports quote a figure of 16,700 applications that have been received so far. These applicants have a choice of close to 460 vendors or solar installers spread across the state, to pick from. All of them have been listed on the DGVCL website.
We spoke to some of the empaneled vendors with DCVCL, to get their perspective on the policy and its response. These vendors are based across cities ranging from Ahmedabad, to Vadodara and Bhavnagar.
Nirav Patel, one of the vendors based out of Vadodara greed with the reports of a strong response ,expressing the hope that the momentum would continue. He expressed the hope that despite the time period of 120 days specified in the tender conditions for activation of fresh connections, they would actually be able to close the loop in 60 days.
Installers were quite unanimous about maximum demand coming in the 1KW to 3 KW range, and not just due to the subsidies.” There is a limit of 50 percent of solar capacity versus the sanctioned load, which ensures people will go for capacity upto 3KW. Plus, availability of appropriate spaces, rooftops, and even the monthly bills for a majority of middle class customers will determine demand”.
Of course, application fees, at just Rs 1500 has also been kept low, ensuring higher response. For connections above 6 KW, the fee is Rs 10,000 (upto 10 KW), and Rs 50,000 for connections between 10 KW to 1 MW, the limit for SRT connections in Gujarat.
Among other conditions, an installer highlighted the requirement for having an isolation device as the only extra as compared to earlier years, which is meant to help maintain grid stability in contingencies.
A simple net metering system, where rooftop owners set off their ‘production’ versus their consumption, will also go along way in keeping things simple for consumers.
DGVCL has gone so far as to predict a net solar generation of 25MW by the end of March 2020 through the scheme. That will be welcome news not just for solar fans, but also for a solar sector that has been buffeted by many disruptions. For now, the China impact is also minimal according to most installers we spoke to, with ready availability of domestically produced panels, as well as prices that allow some potential escalation in costs too.
The DGVCL website, with its detailed information on the scheme, payment gateway and clear turnaround times for various stages of the application process is also a huge improvement over many other discom websites in the country.
Thus, vendors in Gujarat are supposed to charge their customers only the cost net of subsidies, with the task of collecting the subsidy payments left to them. Where they claim to have recovered these amounts previously from GEDA in four to nine months (where queries were raised), this is the only area where most hoped for an improvement. It’s an issue that has dogged solar rooftop in many other states, where vendors have preferred to nudge their customers to ignore subsidies, sweetening the deal instead with lower rates on their own, or other value added services like extended maintenance support. The current rooftop conditions do not mandate any maintenance support for consumers in Gujarat either.
GUJARAT SOLAR ROOFTOF YOJANA
As approved by the competent Authority of GUVNL, registration process and other process are made easy under SURYA Gujarat scheme as under:
1. Application Registration form:
Consumer's Bank Account details, Category and other conditions are incorporated. ln order to simplify the application process following documents are need to be uploaded on portal for application registration. i. Photo (Required as per MNRE) ii. Aadhar Authentication (Required as per MNRE)
iii. Home Tax receipt/Aakarni patrak/ other Ownership document Note: Electricity bill will be fetch from DISCOM's LT Billing System.
2. Modification in procedure of Application Registration: There will be no Registration Deposit charge for application registration under SURYA Gujarat Scheme. However, the F.Q charges towards Net metering cost, SMC cost, Meter testing Fee, connectivity charges and Network augmentation cost if any shall be paid by consumer as prevailinB norms.
3. Reduction No. of Signatures of applicant in whole process up to system commissioning. ln order to minimize consumer signatures during process, it is approved to get signatures of consumers on following documents only.
i. Application form (l signature)
ii. PPA agreement ( 2 No. of signatures : first on front page and second on the last paSe)
iii. Joint inspection report (1 No. of Signature - preferably of consumer or representative with name and status of relation with consumer) iv. Meter Replacement Progorma-15 (1 No. of Signature- preferably of consumer^or representative with name and status of relation with consumer)
